If you don’t submit your image as an SVG, in case you win, you might be required to create an SVG version of the same picture so that can be re-used in different sizes.

that should allow everyone to compete, and make only the winner take care of the “svg” problem

Bitmap formats such as PNG and JPEG are completely worthless as you cannot reuse the logo at different sizes without ending up with terrible quality.
